ATLANTA ? Several hundred protesters coalesced last week to try to force Family Dollar to abandon its plan to build a store in southwest Atlanta, the Atlanta Journal-Constitution reports.
The protesters argued that the chain already has several stores in the area, and that the concentration of the discount stores is lowering nearby residential property values and attracting crime.
?We are not anti-business,? said Audraine Jackson, an area resident and owner of Jackson Communication. ?The issue here is the aggressive marketing tactics of Family Dollar that disproportionately targets the African-American community. For us to have four stores in this ZIP code alone is totally unacceptable.?
In response, Family Dollar spokesperson Bryn Winburn said the company would ?work diligently? to make sure the store is a ?positive addition? to the community.
?Family Dollar is proud to be a neighborhood store and we continuously strive to be a positive part of the neighborhoods we serve. We look forward to working with this community to create a store we can all be proud of,? Byrn said.
?Somebody might argue and say, ?Well, this is economic development,?? said Atlanta City Councilman Michael Bond. ?This is not the type of economic development that we want.?

TUSCALOOSA, Ala. ? Food trucks have had a hot and cold relationship with restaurants for years, but now universities are starting to shoo away the mobile eateries in favor of their own food trucks, the Wall Street Journal reports.
The University of Alabama used to allow Brothers Street Eats to sell food on campus, but that ended in April. This fall, the school will park its own La Lola Loca food truck selling chicken tinga with pineapple and chipotle barbecue pulled pork. ?Having a truck of our own gives us the flexibility to respond directly to our students, rather than working with off-campus vendors to address student requests,? said Virginia Johnson, associate vice president for auxiliary services.
Across the country at the University of California, Riverside, the school?s dining services launched the Culinary Chameleon at the beginning of this year. But the food truck that has a revolving menu doesn?t tout its connection to the university.
Universities say mobile eateries are profitable and give them the ability to change menus quickly. Aramark Corp. and Bon App�tit Management Co., which run university foodservices, have had more demand for college-operated food trucks. Aramark will boost its university-sponsored mobile eateries by nine, while Bon App�tit will launch five more trucks this fall.
Currently, close to 100 undergraduate schools run their own food trucks, compared with around 12 in 2007, according to the National Association of College and University Food Services.

?HOUSTON ? BP America Inc. announced this week that it will donate $1 million to support disaster relief efforts in Louisiana and Mississippi following Hurricane Isaac. The donation will be made to the American Red Cross and The Salvation Army and divided equally between the two hardest-hit states.
?This assistance cannot fix all that has been broken by this natural disaster, but we hope it can help some of those in need today and contribute to a sustained recovery effort in the months ahead,? said Crystal E. Ashby, executive vice president of government and public affairs for BP America, in a press release.
The storm forced BP to evacuate workers from offshore platforms and drilling rigs in the Gulf of Mexico, as well as from onshore facilities in south Louisiana and Mississippi, where hundreds of BP employees live.

?ALEXANDRIA, Va. ? NACS is again representing the convenience and fuel retailing industry in the standards development arena, having been accepted as a full voting member onto the International Code Council (ASC A117) Consensus Committee on Accessible and Usable Buildings and Facilities.
The committee is responsible for setting minimum building codes that are accepted in all 50 states and the District of Columbia, as well as developing the ICC A117.1, an accessibility standard that ensures buildings accessible to people with disabilities. The Department of Justice (DOJ) adopted these building codes and standard during the development of Title III of the Americans with Disabilities Act (ADA).
?It is important that NACS members are represented during the process of creating new accessibility codes and standards,? said Corey Fitze, NACS director of government relations. ?Convenience stores are unique in so many ways, it is essential that we have an expert in not only ADA architecture but also an architect who has worked on thousands of convenience stores to advocate practical solutions on behalf of NACS? members.?
NACS is being represented on the committee by M. Bradley Gaskins, principal and COO of The McIntosh Group, a Tulsa, Oklahoma-based firm that is licensed in all 50 states and the District of Columbia to provide accessibility solutions for clients. CHATHAM COUNTY, GA ? Any convenience store that still has synthetic marijuana or bath salts products on store shelves is taking a huge risk in doing so.
A local convenience store owner may be facing criminal charges following an undercover operation conducted by the Chatham-Savannah Counter Narcotics Team (CNT), reports WSAV News 3.
CNT received information that the Landings Corner Convenience Store was possibly selling synthetic marijuana to teenagers. During the investigation, CNT successfully made one purchase, but agents were denied in a second attempt. Last week agents searched the store and seized 39 individual packages of synthetic marijuana worth an estimated street value of $975, notes the news source.
"Obviously in this case you have one or two shops in the area that are choosing to sell it, despite their knowing it's illegal," said CNT Investigator Gene Harley. "Even in this particular case, the items weren't out in the open on shelves. They were being kept underneath the counter. You had to ask for it a certain way."
On October 21, 2011, CNT agents personally delivered letters to local gas stations and convenience stores throughout Chatham County advising that synthetic marijuana is extremely dangerous and the contents may contain a controlled substance. On March 27, 2012, Georgia Governor Nathan Deal signed into law ?Chase?s Law,? which makes all forms of synthetic marijuana illegal in the state of Georgia.
In July, President Obama signed into law the Food and Drug Administration Safety and Innovation Act, which contains a provision that makes synthetic drugs like synthetic marijuana and bath salts controlled substance and therefore illegal to sell on store shelves.
As a result of the new law, sale and distribution of synthetic marijuana and bath salts is now classified by the federal government as the sale of controlled substances and is treated in a manner similar to the sale of cocaine, ecstasy and other illegal drugs.

ABINGTON, Mass. ? Internet grocer Peapod launched Peapod Pick-Up earlier this week, a new service in partnership with a local Stop & Shop store that allows customers to collect their order in lieu of Peapod?s traditional home delivery, Supermarket News reports.
As part of the service, customers who order groceries through Peapod will be able to pick them up at the store during a designated one-hour window between 8 am and 8 pm�Sunday through Friday, and from 8 am�to 5 pm�on Saturday. While the service will eventually cost $2.95, it is currently offered free of charge.
?Customers can shop anywhere, anytime from a computer, tablet or smartphone and Peapod Pick-Up now provides a convenient alternative to our delivery service,? said Andrew Parkinson, Peapod?s president. ?We are thrilled to open our first Peapod Pick-Up at the Abington Stop & Shop and look forward to opening additional locations in the future.?

BEND, Ore. ? Filling up has a new connotation at the Stop & Go Shell in Bend, Oregon. The station stocks 30 varieties of West Coast beer on tap to fill customers? growlers (64-ounce beer containers), KTVZ.com reports.
?As soon as we put it in, the reaction on the street was phenomenal,? said co-owner Kizer Couch. ?Everybody thought this was the best idea, for the Eastside of town in particular.?
Couch said the idea came from a NACS Magazine article about convenience stores with beer on tap for growlers. ?We're right here in the beer capital in Central Oregon,? said Couch. ?So we have all these breweries who are doing awesome. They are some of the only people who are successful right now in the economy, so we thought, ?Boy, I wonder if we can do that here???
The Stop & Go started with 14 different beers before expanding to 30 varieties on tap. The store will fill traditional growlers and also sells a smaller container called a growlette.
?Those are just awesome for all the girls,? said Kelly Wilson, who works at the store. ?We've got ciders, light beers, and we have all the dark stuff too. That's also a good thing to taste the beers.?
Eventually, Couch would like to add at least one brew from every Bend brewery. The local brewers all have expressed support for the taps, he added.

MOBILE, Ala. ? As Hurricane Isaac bears down on the New Orleans coastline, analysts continue to forecast an uptick in pump prices and possible outages at gasoline stations in the storm?s path, the Press-Register reports.
?Market forces will naturally push prices higher. The most effective thing for the public to do right now is to conserve the fuel they have because lack of demand drives prices right back down,? said Kevin Spriggs, owner of three gas stations and director of the Petroleum and Convenience Marketers of Alabama.
Some West Mobile stations have run out of fuel, but most stations so far still have enough of a supply. Alabama Gov. Robert Bentley preemptively declared a state of emergency for South Alabama. That order will limit price increases to no more than 25% today?s prices.
?You?re going to see some refineries shut down, so by Wednesday we?ll definitely see a disruption in the national supply chain. That disruption is going to cause (store owners) to want to hold on to their little slice of the pie,? said Spriggs.
Meanwhile, MarketWatch reports that gasoline prices across the country will increase because of the hurricane. ?We expect to continue breaking daily records through Labor Day and longer as a result of Isaac and other factors,? said Michael Green, AAA spokesman.
In Louisiana, wholesale prices of fuel bumped up 17 cents, with major brands soaring as much as 24 cents from Monday to Tuesday, said NACS spokesman Jeff Lenard. Energy companies evacuated their offshore oil rigs on Monday because of the approaching storm.

HOUSTON ? Convenience store visits remained stable and total channel sales were up in the second quarter of 2012, compared to same quarter year ago, according to The NPD Group.
NPD?s convenience store research suggests that there were 2.2 billion visits to c-stores during Q2 2012, which was about the same traffic level as in Q2 2011, and aggregate channel sales were up 5.9% quarter-over-quarter.
Visits were up 2% at small and other c-store chains, but were down as much at major oil chain c-stores, according to NPD?s Convenience Store Monitor, which tracks consumer purchasing behavior of more than 51,000 convenience store shoppers in the United States. Traditional c-stores realized a 1% drop in visits and traffic was flat at conventional convenience stores. Morning c-store traffic to c-stores declined by 4.5%, mid-day traffic increased by 5.5% and visits in the afternoon day part grew by 1.9% in the second quarter.
?Stable is a good place for the c-store channel to be right now given the current state of the economy,? said David Portalatin, executive director of industry analysis for NPD?s convenience store research. ?Although the channel appears to be bucking hints of a double-dip recession, consumers are still evaluating purchases for value and necessity and, as a result, c-store retailers and manufacturers will need to offer and promote value.?

NEW YORK ? Digital currency money transfer service BitInstant is set to launch the first internationally accepted Bitcoin-funded debit card within the next two months, CNN Money reports.
Launched in 2009, Bitcoin is a ?cryptocurrency? that consists of mathematical tokens and is deployed through a peer-to-peer transaction network.
While far from common, Bitcoin are valid payment for all kinds of goods and services. Their value is derived from a community that has collectively decided to accept the notes as tender, with a value that fluctuates like traditional currency.
New York-based BitInstant, an 11-month old startup, is attempting to bridge the Bitcoin economy with the regular consumer world with its new debit card.
"We want to be the Apple of Bitcoin," says Charlie Shrem, the CEO of BitInstant. "We want everything to be sleek, sexy, beautiful, fluid, automated."
BitInstant currently facilitates Bitcoin transactions across a variety of exchanges, handling $2.5 million a month of transaction volume. Shrem said it is close to securing a $1 million round of venture capital financing.
BitInstant is partnering with two major (yet unnamed) banks for its forthcoming Paycard, which Shrem said would allow it to connect with MasterCard?s network, thus using it at traditional retailers. BitInstant plans to limit its initial release to 5,000 cards.
BitInstant notes on its website that significant press coverage has essentially leaked the news of its pre-paid debit card a little earlier than the company would have preferred. Nonetheless, it?s happy to take calls from reporters and explain a few details:
- BitInstant plans to release the Paycard in roughly eight weeks and is working with its partners to make this card program happen.
- MasterCard denied to reporters any knowledge of the program because formal negotiations are in progress with the MasterCard affiliate partners prior to full MasterCard submission.
- BitInstant?s partners, who are issuing the card, have been working with MasterCard for many years, and the specific relationship will be between these partners and MasterCard (not directly between MasterCard and BitInstant).
- BitInstant?s Paycard program follows the strict AML and KYC policies, which are required for such programs. All balances for the purposes of the card are held and collateralized in USD (or the cardholder?s native currency). BitInstant instantly funds the cards in USD, after receiving the user?s Bitcoins. These will not be ?anonymous? debit cards, but rather a highly convenient means for verified customers to spend Bitcoin value around the world.
- The card program is moving forward and the arrangement with MasterCard will be handled in due time at the proper stage of the process by the partners who work directly with that company.
- Bringing legitimacy, ease of use, and familiarity to the revolutionary ? though often misunderstood ? Bitcoin technology is a primary goal of BitInstant.

NEW YORK ? Customers coming into your store daily, or as many as three times a day, would probably find value in a mobile app. At least that?s what Starbucks has learned.
Bloomberg?s BusinessWeek writes that Starbucks first introduced a mobile app in 2009, which offered information on its coffee blends and nutritional information. In January 2011, the company released its Starbucks Card Mobile App, which allows consumers to turn their smartphone into a payment device, where a scanner at the register captures a bar code from the screen of their mobile phone. Customers link and load their Starbucks?s digital prepaid card with an existing credit card.
For customers like Penn State student Sarah Espinoza, who frequents Starbucks up to three times a day, paying with her mobile device is securing her loyalty: ?They [Starbucks] send me daily specials, and that makes me want to run to Starbucks,? she told the news source.
Starbucks? mobile payment program is probably the largest of any retailer in North America. Even before its recent $25�million investment in Square, notes the news source, the company had been processing 1 million mobile-phone transactions per week. ?What mobile payments allows is an unprecedented relationship between us and our customer,? said Adam Brotman, Starbucks?s chief digital officer.
By allowing its customers make purchases via their smartphones using Square technology, Starbucks is also paying less in credit card transaction fees and processing Starbucks payments at a lower rate than some other payment networks.
?Everyone is learning from Starbucks,? Drew Sievers, CEO of mobile payment startup mFoundry, which helped build the Starbucks app, told the news source. His company is now working on software for up to nine merchants.
More than a dozen retailers, including Target, Best Buy and Walmart, teamed up to create a own mobile payment app in hopes of being able to compete with the likes of Google, EBay?s PayPal and ISIS, writes the news source. Analysts say that retailers may also try to ?get established financial companies to lower their swipe fees.?
By selling through the mobile app, ?you can cut transaction fees roughly in half,? Jim Dion of retail consultancy Dionco, told the news source, adding: ?If you have $100�million in sales a day, that?s an extra $1 million.?
The likelihood, however, that one company, retailer or financial institution could dominate the mobile payments landscape is questionable.
?There?s not going to be a single mobile wallet solution,? Jim Stapleton, chief sales officer at ISIS, told the news source. ?Retailers are going to have to support a number of them.?

The U.S. Food and Drug Administration FDA has proposed a rule, as mandated in the health-care law, that would require labeling if the food sold in a store ? including prepackaged products and products already labeled by the manufacturer ? comprise more than 50% of the store?s floor space. NACS has been pushing back on the proposal and worked with legislators and other food-related industries to help bring legislation to Congress that would allow the FDA to meet the objectives of the menu-labeling law without unnecessarily burdening retailers that rightfully should be outside of the scope of the law.
Authored by U.S. Rep. John Carter (R-TX), H.R. 6174, Common Sense Nutrition Disclosure Act seeks to limit the provision in the health-care law to establishments that derive 50% or more of their revenue from food that is intended for immediate consumption or prepared and processed on-site. Prepackaged food would not be considered in this equation.

COPENHAGEN, DENMARK ? Adopting a smoker-friendly tone, Copenhagen?s deputy mayor of health and care, Ninna Thomsen, said the city?s voluntary smoking cessation plan will facilitate her goal of a smoke-free city by 2025, The Copenhagen Post reports.
Thomsen?s plan is a very gradual and smoker-friendly course, far different from other municipalities that she said persecute smokers.
?I think it works going in with a more positive outlook where we don?t persecute smokers in Copenhagen,? Thomsen said. ?We need to build a bridge and give smokers the opportunity to stop rather than force them to. We know that many smokers actually want to quit.?
Under Thomsen?s plan, by 2025, only 4% of Copenhagen?s citizens will be smokers, far below the 21% that currently smoke.
To achieve its goal, Copenhagen plans to offer smoking cessation courses and campaigns, recruiting businesses to participate in reaching the objective.
?I hope it will become a trend to become a smoke-free company and that it becomes a badge of honor to have signed the charter,? Thomsen said. ?It?s on the same line as businesses that want to promote social responsibility and ecology.?
Critics maintain the city?s goal is unrealistic.
?It sounds quite over-exaggerated. With the amount of smokers we have today and the numbers quitting, it will take at least another 20 years before smoking is eradicated,? said Hans Henrik Storm, the head of the department of prevention at cancer advocacy organization Kr�ftens Bek�mpelse. ?And to be completely smoke-free, we would have to build a wall around the country. But I think we can reduce it to 10% or so.?

TAMPA BAY ? Thorntons Inc. is gearing up for its first foray into the Florida marketplace, with plans to open a store previously occupied by a Krispy Kreme doughnut shop in Clearwater.
The Clearwater store is slated to open in late November, reports the Tampa Bay Times. Additional expansion plans call for 15 to 20 Thorntons convenience stores in the Tampa, St. Petersburg and Clearwater area over the next three years.
"Our goal is to have six stores open by the end of this year or early next year," John Zikias, senior vice president of supply chain and category management at Thorntons, told the news source.
Each store will be open 24 hours a day and the retailer is planning to add at least 300 jobs in the coming months.
Customers will be able to shop Thorntons for groceries and beverages, fresh foods, baked goods, money orders, gift cards and lottery tickets, according to the newspaper.
With its entry into Florida, Thorntons will increase its portfolio to six states.

HOUSTON ? Energy companies closed U.S. Gulf Coast refineries and evacuated offshore oil rigs yesterday as Tropical Storm Isaac approached Louisiana at hurricane strength, Reuters reports.
Currently a tropical storm as it heads through the Gulf of Mexico, Isaac is projected to strengthen into a Category 1 hurricane, according to the National Hurricane Center (NHC), making landfall in Louisiana tomorrow ? seven years after Category 3 Hurricane Katrina ravaged the state.
As a result, U.S. gasoline futures increased 2.7% on fears the storm would impact Louisiana refineries, thus limiting supplies. Crude futures dipped 1.4% on concerns Isaac could lower demand once refineries are idled.
The NHC warned Isaac could cause storm surges of up to 12 feet in parts of Louisiana, Alabama and Mississippi when it touches down.
"Isaac looks like a smaller storm event than Katrina was, but energy companies are following their emergency drill, which means we will lose some production and some refineries will be shut," Citi energy analyst Tim Evans told Reuters, adding, "They have learned their lesson from past storms."
Louisiana plants process around 3.25 million barrels per day. Yesterday, companies including Marathon Petroleum, Chevron, Valero, and Phillips66 had closed ? or were in the process of closing ? nearly 1.4 million barrels per day of the state's capacity, according to industry and government estimates.
Those closures followed evacuations from more than a dozen offshore oil and gas platforms since last week.
In 2005, Katrina took out roughly 4.5 million bpd of refining capacity, some of which was idled for months.
As of this past Sunday, 24.2% of the Gulf?s oil output was shut in and 8.2% of its gas production was offline, according to the U.S. Bureau of Safety and Environmental Enforcement. On Monday, around 88% of U.S. Gulf offshore crude output, or 1.16 million bpd, was shut in, with 80% of offshore natural gas production idle, according to Thomson Reuters division Weather Insight.
Closures include:
- Marathon Petroleum Corp. said yesterday it was shutting down its 490,000 bpd refinery in Garyville, Louisiana.
- Phillips 66 said it was in the process of shutting down its 247,000 bpd Alliance refinery in Belle Chase, Louisiana.
- Louisiana Governor Bobby Jindal said on Sunday that Chevron Corp. is "in the process" of shutting its 330,000 bpd refinery in Pascagoula, Mississippi.
- BP PLC has shut in at least seven offshore projects since last week.
After Hurricane Katrina, new levees and pumping stations were created to better absorb the impact from tidal surges.
"It's too early to know, but if all goes well this storm will only be a test of the emergency drill," said Citi's Evans. "In that case, energy infrastructure could be back up and running soon."

STATEN ISLAND, N.Y. ? A recent Quinnipiac University poll found that only 23% of Staten Islanders would support Mayor Michael Bloomberg?s proposed soda ban, reports SILive.com.
Bloomberg?s proposal would ban the sale of sodas and other sugary drinks in containers larger than 16 ounces in movie theaters, restaurants and other establishments regulated by the city Health Department, writes the news source, adding that 11-member Board of Health will vote on the plan in September. And since the board is composed entirely of Bloomberg appointees, the plan is expected to pass.
Representatives from Coca-Cola met with SILive.com?s Advance Editorial Board this month to explain the company?s opposition to Bloomberg?s proposed soda ban.
"The disparity of the ban is that, really, it will affect small businesses here on Staten Island and in the community," Maria Pignataro, director of public affairs and communications for Coca-Cola Northeast, told the news source. "It's really pitting small businesses against each other."
She cited pizzerias and delis as examples of this disparity, noting that pizzerias would have to conform to the proposed soda ban because the Board of Health regulates them, but that delis are not and would be exempt.
Bloomberg, obviously, disagrees with critics: "Obesity is going to start killing more people in this country than smoking," the mayor said in June. "Obesity is the only major public health issue we have that is getting worse, and New York City has the courage to stand up and do something about it.?
Quinnipiac University?s poll also found that 51% of New York Island residents consider the mayor's plan an example of "nanny government."

NORWALK, CT ? U.S. wine consumption grew 3% last year to reach 312.4 million 9-liter cases, according to The Beverage Information Group?s (BIG) recently released 2012 Wine Handbook.
The group reports that 2011 was the 18th year of growth for the U.S. wine industry, as sweet reds and higher-end blends engaged more consumers. Domestic wines outpaced imports, with varietals from California, Oregon and Washington reporting strong sales.
Total wine sales grew to $27.8 billion last year, with on-premise sales accounting for 43.8%, a 2.8% lift from 2010. And according to BIG, the numbers are poised to grow.
"As consumers discover new varietals, regions and price points, overall wine consumption is expected to continue to increase over the next five years," said Adam Rogers, senior research analyst for the Beverage Information Group.�"The wine industry is predicted to reach 317.3 million cases by 2012."�
