Station owner Kenny Nguyen said the computer glitch allowed customers to purchase premium gasoline for $1.10 a gallon for nearly four hours last Sunday, which cost him roughly $21,000.

The price should have been more than $4.25 a gallon, and thanks to smartphones and Facebook, word of the error spread quickly.

From 8:30 am to 11:30 am, consumers pumped 7,000 gallons at the discounted rate. Nguyen said the attendant on duty was busy managing the convenience store and the inside register, and that the $1.10 price only showed up on the outside pump.

"There was a lot of traffic," said Nguyen, who wasn't on duty Sunday but came to the store when word spread of the traffic rush.

Nguyen said he hopes customers who took advantage of the unintentional windfall will patronize his food market so that he can recoup some of his loss.

Senate Bill 396 would jack the cost of most beverages with added sugar or other sweeteners, such as coffee drinks, soft drinks and sweet iced tea. Supporters say the bill is more about lowering the state?s obesity rate than about raising revenue.

?The low cost of sugary beverages has made it possible for consumers to purchase these beverages at three to eight times the size of when sugary beverages first came on the market,? said Elissa Bassler, Illinois Public Health Institute director. ?Eight- to 12-ounce cans used to be the norm, now 20 ounces are the norm, and it?s possible to find portions as large as half a gallon.?

However, Tim Bramlet, executive director of the Illinois Beverage Association, said that higher taxes on soda won?t cure obesity. ?It?s a very complex problem, and we don?t think taking aim at one very small part of the issue is a way to solve the problem,? he said.

Teresa Drake, manager of a Casey?s General Store, said that habitual drinks of soda, sweet tea and coffee drinks will probably not stop buying the beverages if the cost goes up. ?I think they?ll stop for a little bit but then go right back to buying it, just like they do with anything,? she said.

Bill Fleischli, executive vice president for the Illinois Association of Convenience Stores, said raising sugared drink costs will likely drive residents over the border for their purchases. ?It would make another product people will go across the border to purchase. They already go across for gas, cigarettes and liquor,? said Fleischli.

State Sen. William Delgado sponsored the proposal but even he doesn?t have high hopes for its passage after the state recently hiked its income tax.

?The low cost of sugary beverages has made it possible for consumers to purchase these beverages at three to eight times the size of when sugary beverages first came on the market,? said Elissa Bassler, Illinois Public Health Institute director. ?Eight- to 12-ounce cans used to be the norm, now 20 ounces are the norm, and it?s possible to find portions as large as half a gallon.?

However, Tim Bramlet, executive director of the Illinois Beverage Association, said that higher taxes on soda won?t cure obesity. ?It?s a very complex problem, and we don?t think taking aim at one very small part of the issue is a way to solve the problem,? he said.

Teresa Drake, manager of a Casey?s General Store, said that habitual drinks of soda, sweet tea and coffee drinks will probably not stop buying the beverages if the cost goes up. ?I think they?ll stop for a little bit but then go right back to buying it, just like they do with anything,? she said.

Bill Fleischli, executive vice president for the Illinois Association of Convenience Stores, said raising sugared drink costs will likely drive residents over the border for their purchases. ?It would make another product people will go across the border to purchase. They already go across for gas, cigarettes and liquor,? said Fleischli.

State Sen. William Delgado sponsored the proposal but even he doesn?t have high hopes for its passage after the state recently hiked its income tax.

The ?unethical? strategy hopes to find which retailers sell cigarettes to underage buyers, according to the Ontario Convenience Stores Association (OCSA).

?We have so many sales to minors in our community. ... This strategy is not exploiting, whatsoever. What it's doing is identifying an underlying problem that persists in our community,? said Neil MacKenzie with the Windsor-Essex County Health Unit.

Dave Bryans, OCSA president, believes that its not right for the province to use minors for tobacco stings, which are conducted as part of the enforcement of the Smoke Free Ontario Act. ?We strongly believe the health units and, by extension, the provincial government are acting inappropriately and unethically by engaging in this tactic,? he wrote in a letter to the editor.

Bryans also explained that while it?s not illegal for underage persons to have tobacco, the government prohibits selling tobacco to those underage. ?Ontario's health units are exploiting this loophole,? his letter read.

However, MacKenzie countered with the fact that this program of using minors for tobacco purchases has been in place in Ontario for years. ?Without (the program), we would have no way of monitoring and trying to correct the situation,? he said.

BELLEVIEW, IL ? Last week an op-ed in the Belleview News Democrat set the stage for what could happen in Illinois should state legislators move forward with a proposed cigarette excise tax increase: rampant smuggling.

The newspaper writes that Illinois Senate President John Cullerton would like to raise the state?s cigarette tax to $1.98 per pack (the current rate in Illinois is 98 cents per pack). Although many non-smokers could probably care less what happens to the tobacco tax, the implications would trickle down into society. In fact, according to research by the Mackinac Center for Public Policy, boosting the cigarette tax could create ?a dangerous atmosphere.?

?Across the country, the opportunity by criminals to profit from trafficking tobacco has led to violence against people and police, including small-scale retail cigarette theft, murder-for-hire schemes, the growth of a counterfeit cigarette market and even the financing of Middle East terrorist organizations.

?Research shows smuggling occurs at higher rates when government increases prices ? usually through a tax ? and when the increased prices are significantly higher than in neighboring states,? wrote the study?s co-author Michael LaFaive.

The Mackinac Center found that in 2009, ?a modest 5.9 percent of all cigarettes consumed in Illinois were smuggled in from other states,? and by contrast, ?Michigan's smuggling rate is more than 26 percent of total consumption ? the 10th-highest smuggling rank in the nation.? The reason: Michigan?s cigarette tax is $2 per pack, which is higher than its bordering states.

?Should Illinois? tax go to $2 a pack, Missouri?s 17-cents per pack tobacco tax would make it worth criminals? time to up their smuggling into the Prairie State,? writes LaFaive.

He concluded: ?Some believe a $1-per-pack cigarette tax hike would generate about $377 million in annual revenue. While a steeper cigarette tax could raise state coffers, smuggling alone could limit the take to about $250 million ? just two-thirds of what is expected.?

Nevertheless, by 2010 energy drinks/shots, sports drinks, RTD teas, and fruit/vegetable smoothies all showed renewed dynamism, signaling the onset of a new cycle of sales growth for the market. All had gains of at least 5 percent, with energy drinks/shots experiencing the highest gain at 10 percent. Sports drinks and RTD teas finished with gains of 8 percent and 7 percent, respectively. Lastly, fruit/vegetable smoothies had gains of 5 percent.

Packaged Facts estimates that aggregate retail sales of the three functional and natural categories exceeded $23 billion in 2010, up from $19 billion in 2006, for a compound annual growth rate of almost 6 percent, the intervening recession notwithstanding.

With the recent Mississippi flooding, FEMA?s website lists disaster declarations by area. Since last month, it has listed disaster declaration in 14 states, with 14 counties in Mississippi covered.

Qualifying for a SBA disaster loan requires the following:

  • Losses must have occurred in a county covered by a disaster declaration.
  • If you have insurance, FEMA requires that you file an insurance claim.
  • If your insurance claim will take longer than 30 days to process or your insurance does not cover your damage, you will probably qualify for FEMA aid, which includes SBA loans.

SBA disaster loans include those for business physical disaster as well as economic injury.

Business physical disaster loans total up to $2 million and can be used to repair or replace real property, machinery, equipment, fixtures, inventory, and leasehold improvements. They carry a 4 percent interest rate and 30-year repayment schedule.

Economic injury disaster loans are available to small businesses and range up to $2 million for both economic injury (i.e., working capital) and physical damage. They carry a 4% interest rate and require repayment.

WASHINGTON ? The Federal Communications commission hosted a number of cybersecurity experts earlier this week, highlighting steps that small businesses can take to protect their customers? personal information, National Journal reports.�

Former Homeland Security Secretary Michael Chertoff said that many small companies feel that protecting sensitive data is beyond their control and thus fail to take proper security measures.

?There?s a lot that businesses can do to protect themselves,? he said. As part of the FCC?s roundtable discussion, it released a cybersecurity tip sheet for small businesses that includes details of training workers, securing Wi-Fi networks, using firewalls and controlling access to private information.

Ann Beauchesnes, vice president of national security and emergency preparedness for the U.S. Chamber of Commerce, said cybersecurity is not just an IT problem and that small businesses can and should take control of their networks.

?The message for small businesses is, yes, the Internet is a great tool, but you have to protect yourself,? she said.

A 2010 Symantec study revealed that 74 percent of small and medium businesses were targeted by cyberattackers in the past year. And the FCC said U.S. companies lose about $8 billion annually to cyberattacks, with the average attack costing a small business $188,242.

?While it is critical to secure the government and large industry from cyber threats, it is vital that cybersecurity for small business be in this equation,? said FCC Chairman Julius Genachowski, who called cybersecurity ?one of the biggest challenges our country faces.?

?We?re talking about managing cyber-risk, not eliminating cyber-risk,? Chertoff said. ?You have to be realistic.?

Week in Review
On May 10, Senator John Barrasso (R-WY) introduced S. 937, which seeks to repeal barriers to domestic fuel production, increase transparency in the Loan Guarantee Program, promote algae-based fuel, promote synthetic natural gas and allow the department of defense to enter into 20-year contracts for purchasing alternative fuels.

On May 13, Republican members of the House Education and the Workforce Committee demanded the National Labor Relations Board (NLRB) end its job-destroying activist agenda. In a letter to NLRB Acting General Counsel Lafe Solomon, the GOP signors describe a number of actions by the Obama labor board that call into question the objectivity and credibility of the office.

WILMINGTON, CA ? A computer input error caused motorists to form long lines at a Valero gas station when gasoline was dispensed at $1.10 a gallon, the Torrance Daily Breeze reports.

Station owner Kenny Nguyen said the computer glitch allowed customers to purchase premium gasoline for $1.10 a gallon for nearly four hours last Sunday, which cost him roughly $21,000.

The price should have been more than $4.25 a gallon, and thanks to smartphones and Facebook, word of the error spread quickly.

From 8:30 am to 11:30 am, consumers pumped 7,000 gallons at the discounted rate. Nguyen said the attendant on duty was busy managing the convenience store and the inside register, and that the $1.10 price only showed up on the outside pump.

"There was a lot of traffic," said Nguyen, who wasn't on duty Sunday but came to the store when word spread of the traffic rush.

Nguyen said he hopes customers who took advantage of the unintentional windfall will patronize his food market so that he can recoup some of his loss.
