Idaho set a record for lottery sales in 2010 with $147.2 million, and it joins 27 of 40 other state lotteries that ended their budget years in June with higher lottery sales than the year before, with seventeen states setting all-time sales records.

?[A] sense of desperation is what?s driving the increase,? said David Chaplin, Northwest Nazarene University associate professor of economics. ?That notion that, ?What do I have to lose in this kind of environment???

The increase in lottery participation is an example of counter-cyclical sales, or sales that go up when most others go down, Chaplin said.

?It defies logic,? he added. ?But of course gambling is not defined by logic. It?s driven by hope.?
